Parent permission to only view completed session note

Parents should only be able to open up a session note once it's been completed/signed. There should be an option for them to not have access to view it in draft mode. Would also be useful to be able to choose to hide comments on sessions from caregivers.

It would be great if we could "release" notes to parents after they have been completed and signed off - and a way to prevent parents from seeing the notes prior to that. This would give time for any errors to be fixed and/or BCBAs to read the notes prior to parents seeing them.
