Lock completed reports from including new programs

Currently reports continue to auto update, including new programs across reports as they're added. This means after adding a new program, BCBAs need to go in and hide that program from all completed reports. An Archived report will still auto update.

Yes! This has been very confusing. Once the report is published and signed, it should remain locked so it doesn't continue to add new items/programming information.
